SHC «MONITOR ECOLOGICAL»

      MonEco SHC was developed in pursuance of Article 67 of Federal Law No. 7-FZ «On Environmental Protection» and provides automatic monitoring of information about the amount, mass of emissions, concentration of pollutants, as well as recording and transmission of information to the public database of the sate ecological monitoring (environment state monitoring). Automatic emission control system (hereinafter AECS).

In general, AECS includes the following levels:
- lower level (level of field sensors);
- average level (level of controller equipment);
- upper level (AWP and server level).

      The system for monitoring hazardous substances emissions is developed as an integrated system which monitors the sources of hazardous substances emissions in an automatic mode according to the specified algorithms. To build the system the quantity produced hardware with modern high-precision measurement methods tested in industrial operation is used. "MonEco" SHC has standard interfaces which provide the ability of integration into a higher system as a functional subsystem.

      AECS lower level equipment designed to convert physical quantities into analog-digital information, includes:

- temperature measuring instruments;
- pressure measuring instruments;
- flow measuring instruments;
- intelligent multi-component gas analyzer with a sampling system;
- tools for measuring the amount of suspended matters (dust meter).

      AECS average level equipment designed to collect and process information from field-level instrumentation, resolve calculation tasks (calculating gas flow using metering devices per unit of time, calculating the concentration of pollutants, etc.), exchange data with the upper level and automatic control system of technological process of process installation includes:

- Remote Terminal Unit (RTU) allowing the collection of primary information from sensors and converting heterogeneous interfaces into an open protocol;
- Controllers providing collection, pre-processing of data and further transfer of information to the upper level;
- Network equipment providing network integration of components;
- Wired/wireless equipment.

      AECS upper level equipment, designed to receive information using a local area network from the average level, process, archive and display the information received on user screens, includes:

- Server equipment with installed general and special software;
- Switching equipment;
- Equipment for workstations (AWS);
- Equipment for wired and wireless communication with average level equipment and the public database of the sate ecological monitoring.

«MonEco» SHC performs the following main tasks:
- automatic measurement and accounting of the amount or mass of emissions, discharges and concentration of pollutants;
- collection, storage, processing and display of measurement information of controlled objects, as well as providing access to this information to users;
- providing information about the amount or mass of emissions and concentration of pollutants for the process control system of the process installation to which the source of emissions refers;
- formation and transmission of formalized information about the volume or mass of emissions, discharges and concentrations of pollutants in the Federal Government Information System Software and Hardware Complex «State Control»;
- generation of reports on the amount or mass of emissions, discharges and concentration of pollutants.

Basic functions of "MonEco" SHC:
- reception and processing of input information from sensors and equipment through standard protocols (Modbus, OPC, etc.);
- presentation of information on the operator’s workstations in the form of mnemonic diagrams, graphs, tables, etc.;
- automatic processing, registration and storage of incoming information;
- mailing alerts (E-mail, SMS, XML);
- generation of reports and their printing;

Auxiliary functions of «MonEco» SHC:
- ability to set the upper warning, upper emergency, lower warning, lower emergency settings for each controlled parameter about the amount, mass of emissions, concentration of pollutants;
- ability to set regulated recovery time;
- (changes) of parameters regarding the amount, mass of emissions, concentration of pollutants;
- implementation of non-linear algorithms for calculating the amount, mass of emissions, concentration of pollutants;
- ability to automatically send short messages (SMS);
- possibility of generating a semantic signal (« success/failure», «on/off»);
- ability to provide brief information about the facility from its own database (full name of the facility, address, phone numbers of the operations departments, number of storeys, height, estimated number of people);
- storage of generated messages about environmental incidents in own database for at least 18 months;
- access to semantic information on the selected facility from the database;
- possibility of multi-level control of user access to information;
- ability to control the processes of receiving and transmitting information;
- display in a text form of messages about environmental incidents with the ability to select the color of displayed messages for each status on the monitor of the operator’s workstation;
- transfer of information on the amount, mass of emissions, concentration of pollutants to the public database of state ecological monitoring (state ecological monitoring);
- ability to send XML messages about incidents and XML messages with the values of the status parameters of engineering, technological systems of the monitoring facility to several (at least 5) servers of «Monitor Ecological» SHC;
- ability of sound notification about an incident or accident on the operator’s workstation of the duty dispatch service of the facility. "Monitor Ecological" SHC provides round-the-clock and continuous operation during the set service life, it is resistant to failures of input signals and data (open communication lines, malfunction of the device or converter).

«Monitor Ecological» SHC implements the following main methods to ensure reliability:
- selection of technical means suitable for repair;
- reservation of hardware components;
- availability of hardware and software diagnostics;
- protection of technical equipment from short-term electrical power interruptions;
- protection of software and databases from unauthorized access, including anti-virus protection;
- ensuring the required operating conditions;
- keeping records of emergency situations.

The following innovative solutions are implemented at «Monitor Ecological» SHC:
1. Hardware and software of «Monitor Ecological» SHC allows upgrading and scaling without making fundamental changes to the basic concept.
2. The following promising opportunities are provided in «Monitor Ecological» SHC:
- ability to interface with existing and planned automation, security, fire protection systems created at the facilities during its modernization;
- receipt of additional signals from automation, security, fire protection systems;
- change of the lists and structures of XML messages;
- sending of XML messages to several recipients by «Monitor Ecological» server;
- ability of shockless connection of additional servers, controllers, additional tools (signal converters, sensors).
3. «Monitor Ecological» SHC uses modern operating systems.
Communication tools with external systems provide assistance for most open information protocols and standardized interfaces, such as OPC, Modbus, SNMP, SQL, BACnet, etc.
4. «Monitor Ecological» was designed according to the «import substitution» strategy and consists mainly of the components produced in the Russian Federation (hereinafter referred to as the Russian Federation) or in countries which are members of the Customs Union (hereinafter referred to as the CU country). All software and hardware components of SHC, which are not manufactured in the territory of the CU countries, are not unique and allow replacing thereof with similar components from other manufacturers.
5. Implementation of «Monitor Ecological» SHC helps to improve the quality of life of people working at the enterprise and/or living in the nearby territory due to additional state environmental control.

«Monitor Ecological» SHC diagnoses the performance of its subsystems, their components, communication channels.
The average MTBF of «Monitor Ecological» SHC is at least 10,000 hours.
The average recovery time of «Monitor Ecological» SHC is not more than 30 minutes.
The service life of the main equipment of «Monitor Ecological» SHC is at least 10 years, taking into account the replacement of faulty and worn out components.
