«SAMBO» SHC is software and hardware complex «System for automated monitoring of security of the facility».

«SAMBO» SHC (SMIS) provides automatic monitoring and prevention of emergency situations regardless of the facility’s operation services.

In accordance with Decree of the Government of the Russian Federation dated December 30, 2003 No. 794, the System under development is designed for collection, processing and exchange of information in the field of protecting population and territories from fires and emergencies, which are necessary for the exercise of control and supervisory functions by day-to-day management bodies of RSChS within their powers.

The main objectives of creating «SAMBO» software and hardware complex (SMIS) are:
- emergency warning;
- taking timely measures to protect and alert personnel of the Monitoring Facility, neighboring process installations, enterprises and people;
- minimization of losses and damage to health among the personnel of the Monitoring Facility, material damage to equipment and environment by increasing the efficiency of informing the duty dispatch services, operational duty services, emergency rescue services and RSChS units through the Unified Duty Dispatch Service (hereinafter referred to as UDDS) about the possibility and occurrence of emergency and emergency situations at the facility.

«SAMBO» SHC (SMIS) is designed for:
- continuous automated monitoring of the parameters (destabilizing factors) of technological systems and systems of engineering and technical support of the Monitoring Facility crucial in terms of equipment integrity, personnel and environment safety;
- provision of necessary information to the duty dispatch service (DDS) of the Monitoring Facility for timely taking of measures to prevent and eliminate the consequences of emergencies;
- automatic transfer of information to the EDDS, independently of the facility’s operation services, about the threat and occurrence of accidents and emergencies to perform control and supervisory functions, as well as remediation actions.

Basic functions of SMIS software and hardware complex:
- continuous collection, transmission and processing of information about the values of process parameters ensuring functioning of objects;
- formation and transmission of formalized operational information about the state of process systems and changes in the state of engineering structures of facilities to the duty and dispatch services of the facility;
- formation and transmission of a formalized emergency message at the facilities, including those caused by terrorist acts, to the day-to-day management bodies of RSChS;
- automated notification of an accident, emergency and necessary evacuation actions;
- automated notification of relevant specialists responsible for the safety of facilities;
- documentation and registration of emergencies, as well as actions of duty and dispatch services of facilities;
- communication and control of special units inside the facility during remediation actions, emergencies, including those caused by terrorist acts.

SAMBO SHC (SMIS) diagnoses the operability of its subsystems, their components, communication channels, as well as the capacity of the operator of the duty dispatch service.

Auxiliary functions of "SAMBO" (SMIS):
- ability to set the upper warning, upper emergency, lower warning, lower emergency settings for each controlled parameter of the state of engineering systems, technological processes, engineering (bearing) structures of buildings and structures, dangerous natural processes and phenomena in the construction and operation area of the monitoring facility;
- ability to set a regulated recovery time
(changes) of the parameters of condition of engineering systems, technological processes, equipment, engineering (bearing) structures of buildings and structures for each controlled parameter;
- implementation of non-linear algorithms for checking the condition of engineering systems, technological processes, equipment, engineering (bearing) structures of buildings and structures, taking into account the regulated time;
- ability to automatically send short messages (SMS);
- possibility of forming a semantic signal («success/failure», «on/off») according to the engineering, technological systems of the facility;
- ability to visualize (with the possibility of detailing) the data on normal, pre-emergency and emergency state of controlled engineering systems of facilities, supporting structures of the facility, dangerous natural processes and phenomena in the construction and operation area of the monitoring facility;
- ability to provide brief information about the facility from its own database (full name of the facility, address, phone numbers of the operating services, number of storeys, height, depth, estimated number of people);
- storage of generated incident reports in their own database for at least 18 months;
- access to semantic information at the selected facility from the database;
- possibility of multi-level control of user access to information;
- ability to control the processes of receiving and transmitting information;
- storage in its own database of procedures of the duty dispatch service of the facility for each message generated;
- display of procedures in text form for each generated message about the incident on the monitor of the operator’s automated workplace of the duty dispatch service of the facility;
- display of messages about incidents in text form with the ability to select the color of the displayed messages for each status on the monitor of the operator’s workstation of the duty dispatch service of the facility;
- ability to use on-screen buttons "Accident", fixed in a pressed position, for each controlled engineering system on the monitor of the operator’s automated workplace of the duty dispatch service of the facility;
- transfer of the parameters of condition of the engineering, technological systems of the monitoring facility in a formalized form to the SHC of monitoring and warning systems in case of emergency situations of natural and man-made nature, established in municipal and territorial day-to-day management bodies of the RSCHS;
- ability to send XML-messages about incidents and XML-messages with the parameter values of the condition of engineering, technological systems of the monitoring facility to several (at least 5) SAMBO SHC servers (SMIS) simultaneously;
- possibility of sound alerts about an incident or accident at the operator’s workstation of the duty dispatch service of the facility.

SMIS SHC provides round-the-clock, continuous operation during the specified service life, is resistant to failures of input signals and data (open communication lines, malfunction of the device or converter).

«SMIS» SHC implements the following main methods to ensure reliability:
- selection of technical means suitable for repair;
- reservation of hardware components;
- availability of hardware and software diagnostics;
- protection of technical equipment from short-term electrical power interruptions;
- protection of software and databases from unauthorized access, including anti-virus protection;
- ensuring the required operating conditions;
- keeping records of emergency situations.

The following innovative solutions are implemented in «SAMBO» SHC:
1) Hardware and software of SMIS SHC allows upgrading and scaling without making fundamental changes to the basic concept.
2) The following promising opportunities are provided in SMIS SHC:
- ability to interaction with existing and planned automation, security, fire protection systems created at the facilities during its modernization;
- receipt of additional signals from automation, security, fire protection systems;
- change of the lists and structures of XML messages;
- sending of XML messages to several recipients by SMIS server;
- ability of shockless connection of additional servers, controllers, additional tools (signal converters, sensors).

The average MTBF of SMIS is at least 10,000 hours.
The average recovery time of SMIS is not more than 30 minutes.
The service life of the main equipment of SMIS SHC is at least 10 years, taking into account the replacement of faulty and worn out components.

SAMBO SHC (SMIS) has passed a series of certification tests, has the following necessary permits and is successfully implemented at hazardous production facilities in the Russian Federation:
